Rebecca Smith is the Senior Manager, Engagement + Convenings at Strategen Consulting, where she provides expertise in the development and delivery of strategic stakeholder engagement related to clean energy, including capacity building, development of community benefits plans, stakeholder education, and stakeholder facilitation. She has over fifteen years of experience working on climate mitigation and renewable energy in the public, private, and nonprofit sectors.
Before joining Strategen, Rebecca served as a Senior Energy Policy Analyst at the Oregon Department of Energy (ODOE), where she focused on policy and engagement related to renewable electricity development, transportation electrification, and hydrogen. While at ODOE, she served as one of two key Oregon state government representatives collaborating with Washington state on development of the successful application to U.S. DOE for a Pacific Northwest hydrogen hub and co-led the development of the hub’s community benefits plan.
Prior to ODOE, Rebecca worked as a consultant at EcoSecurities and Det Norske Veritas, focusing on climate risk management, policy analysis and development, and capacity building at the state and national level.
Rebecca holds a Master of Public Administration in Environmental Science and Policy from Columbia University and a Bachelor of Arts from Grinnell College.
