Scott Packard is the Director of Business Development for Smartville, an EV battery circularity currently manages defense and government programs for Qubitekk, a quantum networking company in Vista, CA. His previous civilian work includes providing support to the U.S. Marine Corps and Department of Defense on urban operations, threat network targeting, and staff integration since August 2010.
Maj. Packard served as a Marine Corps infantry officer from 1989 to 2009 in various staff and leadership assignments. His career included operating force tours at the platoon, company, battalion, regiment, division, MEF and JTF levels. He has served as a MAGTF officer and participated in contingency and combat operations at the MEU, Special Purpose MAGTF, MEB, and MEF levels. Additionally, Maj. Packard’s operating force experience includes a tour with Marine Corps Security Forces, providing for naval installation protection, embassy reinforcement, and nuclear weapons security. His awards include Meritorious Service Medal (2nd Gold Star in lieu of 3rd award), Navy Commendation Medal (Gold Star in lieu of 2nd award), and the Navy Achievement Award.
Maj. Packard graduated from the University of Washington with a Bachelor of Arts (Political Science) and currently resides with his family in Carlsbad, CA.
